[DDR A3] Display Timing Adjustment Feature Added

A new display timing adjustment feature was snuck into an update to DDR A3 on March 13, 2023. It can be adjusted from a range between -5.0 to +5.0, negative value changing the timing later and positive value changing the timing earlier.
